Kasturba Gandhi Balika Vidyalaya (KGBV) Scheme was launched by Government of India to make the education system more responsive to the needs of marginalised girls and to enhance their access and retention. Under the scheme, residential schools for girls at upper primary levels were set up in the Educationally Backward Block (EBB) s, towns and minority concentrated areas all over the country. The scheme provides upper primary level education for girls in the age group of 10-14 years belonging to Scheduled Castes (SC), Scheduled Tribes (ST), Other Backward Classes (OBC), Minority communities and children of families of Below Poverty Line (BPL).

In Assam, KGBV scheme was introduced in the year 2007-2008. Since inception till the year 2017-18, altogether 67 nos. of KGBVs have been opened with a total coverage of 4297 Nos. of children in 66 EBBs and 1 town in 28 districts of Assam.

Selection of Children

Eligibility criteria for enrolment:

At the primary level the emphasis is on the slightly older girls, who are out of school and were unable to complete primary schools (10+). However, in difficult areas (migratory populations, scattered habitations that do not qualify for primary /upper primary schools) younger girls can be targeted. At the upper primary level, emphasis is to enroll girls, especially adolescent girls who are unable to go to regular schools. The main thrust of the scheme is to provide access at upper primary level to disadvantaged sections of girls in EBBs, who have remained outside the educational system despite interventions of other government programmes, due to persistent socio economic, cultural and topographical reasons.

Reservation policy:

In view of the targeted nature of the scheme, 75% of the enrolment would be for girls from SC, ST, OBC or minority communities, in such residential schools and only thereafter, 25% girls from families below the poverty line are admitted. Priority given to girls with special needs. Girls from Access-less habitations (non-availability of primary schooling facility within 1 km distance), and girls from villages where upper primary schooling facility is not available within 3 km distance.

Admission process:

Admission starts from 15 days before beginning of the new academic session. Late applications considered only in case of availability of vacancy. For the second year, girls enrolled in KGBV in the first year are given preference.

Deciding the appropriate class:

A pre test to assess the learning levels of girls is carried out to place them in the appropriate grades. Depending upon the competencies of the girls, they are enrolled in class VI, VII or VIII. The girls, who require individual attention to reach up to the level of VI the standard, are given bridging programmes.

Strategies for identification of Target Group of girls:

List of out of school/ dropout girls is prepared for the block. VEC meeting are organized at village level to motivate parents and create awareness within the community for promoting girls education; Door to door campaigns are held to contact parents of target group. Motivation camps are organized to convince the parents and family to bring girls to residential schools for continuing their education.

Activities conducted in KGBVs

  1.     Martial Art (self defence) training for the Children
  2.     Life Skill Education class compulsory on weekly basis
  3.     Computer Education
  4.     Specific Skill (Vocational) training like- sewing, weaving, craft activities, knitting, screen printing, embroidery, doll making
        etc.
  5.     The children also learn various co-curricular activities like- song, dance, poetry, drama, games, drawing, painting, kitchen
        gardening etc.
  6.     Health Hygiene education like adolescent health hygiene including Menstrual Hygiene Management (MHM) education to
        all the learners of KGBVs.
  7.     Bi monthly health screening for all the learners of KGBV was conducted in association with NHM/PHC. As per need
        children were given medicines, vitamins-A and D, Iron and folic acid for girl children suffering from anemia.
  8.     Treatment of all minor ailments, including malnutrition was done.
  9.     Observance of National/International Day: Important National/International Day like: Independence Day, World
         Environment Day, etc
  10.     observed in all the KGBVs with various competitions like essay, dance, quiz, art etc.

Evaluation of Learners done as per formal school system i.e. quarterly (four evaluation in a year).

  1.     Necessary materials like- inner garments, bed sheet, pillow cover, chappal, toiletries, sanitary pads, note book, and
        other learning    materials like- pen, pencil, geometry box, eraser, colour pencil, sharpener etc. were given to all the
        children of KGBV.
  2.     Monitoring of all the KGBVs by SSA functionaries at the State, District and Block level apart from regular monitoring at
        KGBV level.
  3.     Parent Teacher Meet : Monthly PTM was organised in all the KGBVs.
  4.     Construction of permanent building of KGBV: Construction of permanent building of 57 KGBVs has been completed.

Few Achievement

    Total 4,275 Students passed out class VIII from KGBV since inception and were admitted to class IX in secondary schools.
    In January, 2018 class IX was introduced in KGBV of Assam. Total 797 children passed class VIII and got admitted to class IX in 54
    KGBVs.
